An estimated 27.6 million people are trafficked today, separate from the broader 49.6 million trapped in modern slavery: forced into labor, servitude, and sexual exploitation, stripped of freedom and dignity. This isn’t a relic of history; it’s happening now, in our cities, our neighborhoods, and our digital spaces.

Too often we imagine evil as random or isolated. But trafficking is neither. It is organized, coordinated, and profitable: in many places, more unified than the Church itself. It operates as a business, and like any business, it thrives because it tragically is “working.”

The appetite for cheap goods, services, and commercial sex keeps the cycle alive, generating $528.5 billion annually. Profits are laundered, reinvested, and scaled.

Human trafficking is not a random crime. It is a structured business, and that means it can be broken. The Human Trafficking Fund is here to do exactly that.

The Trafficking Business

Every industry has a model

Trafficking is no different. It runs on three gears: supply, logistics, and demand.

For this fund, our focus is clear: disrupting the supply and demand for sex trafficking.

Mapping the trafficking system

Trafficking operates as a business, and understanding its three gears reveals where it can be broken:

01 · Supply

Poverty, conflict, and lack of opportunity create vulnerability. Then traffickers recruit vulnerable individuals through force, fraud or coercion.

02 · Logistics

Networks move people across borders and platforms, disguising exploitation behind legitimate industries.

03 · Demand

The appetite for cheap goods, services, and commercial sex keeps the cycle alive, generating $528.5 billion annually. Profits are laundered, reinvested, and scaled.

The Solving Human Trafficking Fund exists to strengthen the fight against exploitation: expanding current efforts while piloting what it looks like to take the battle to the local level.

The Opportunity

Fighting in the skies and on the ground

The Solving Human Trafficking Fund exists to strengthen the fight against exploitation, expanding current efforts while piloting what it looks like to take the battle to the local level.

Unlocking investible capital to drive traffickers out of business turns generosity into strategy: making trafficking more expensive than the revenue it produces, until the business itself collapses.

03:Initial Allocations

The Fund’s first two deployments go to Justice Defense Fund and the National Center on Sexual Exploitation, each chosen for a proven model that raises the cost of exploitation at its source. One holds the platforms and payment networks that profit from exploitation accountable; the other puts survivors in front of the lawmakers who can address the demand that sustains it. Members of each fund receive quarterly reports and updates, providing visibility into the progress and activities of the fund.

Justice Defense Fund Holding Platforms Accountable

Justice Defense Fund (JDF)

JDF works to disrupt the online distribution and monetization of sexual exploitation by holding the platforms and corporate gatekeepers that enable it accountable. Through strategic litigation, survivor advocacy, and public pressure campaigns, JDF targets the platforms hosting illegal sexual content as well as the payment networks, search engines, app stores, and hosting providers that enable its widespread distribution. This grant will help JDF expand a proven model of accountability to additional platforms and gatekeepers, increasing its potential to disrupt exploitation at scale.

Builds on JDF’s success removing 53 million+ images and videos with unverified consent or age from Pornhub, representing more than 91% of the platform’s content

Helped drive stronger global compliance standards adopted by Visa and Mastercard

Expands a proven model to additional platforms and corporate gatekeepers, creating opportunities for broader systemic change

National Center on Sexual Exploitation Survivor Voices Shaping Policy

National Center on Sexual Exploitation (NCOSE)

NCOSE equips survivors and policymakers to address the systems that sustain commercial sexual exploitation. This grant will support a survivor-led approach to educating policymakers in a high-opportunity state identified through NCOSE’s ongoing research. Survivors of sex trafficking will share their lived experiences directly with state legislators and their staff, alongside subject matter experts who provide research-based insight into trafficking dynamics and the role demand plays in sustaining exploitation. Together, these efforts create opportunities for survivors to shape policy conversations and lay the groundwork for demand-focused policy change.

Every two years, each fund undergoes an external review made available to prospective donors and partners. This review outlines the fund’s theory of change, portfolio analysis, governance, operations, and grantmaking practices.
